On Nov. 11th 1993, the President of Vietnam Maritime Bureau (Vinamarine) sent proposal to Ministry of Transport and Communications (MOTC) and Prime Minister regarding the setting up of Vietnam Seaports Association and decision on Preparatory Committee for the VPA inauguration Meeting.
On Jan. 1st 1994, The Prime Minister approved the setting up of Vietnam Seaports Association by a decision No 51/KTN.

Vinamarine to proceed setting up VPA

On Aug. 15th 1994, the Meeting for setting up VPA at Ho Chi Minh City

On Sep. 26th 1994, Letter No. 1571/CV-TCCB-LD was sent by Vinamarine to MOTC regarding the approval of VPA charter and organization

On Jan. 10th 1995, letter No. 09/TCCB-LD of HCMC State Organization Department of HCMC regarding concurring the setting up VPA and location of the VPA Head Office in HCMC at No. 3 Nguyen Tat Thanh Street, District 4

On Jan. 19th 1996, a Decision No. 305/VPUB of Government Office approving the adherence of VPA to ASEAN Ports Association (APA) as a regular member

On Sept. 8, 2010 at the 7th Term Main Meeting in Do Son, Hai Phong, the Meeting adopted a new scheme of membership fees based on annual throughput but grouped into 8 levels, replacing the membership fee scheme based on port grouping arbitrary divided without specific criteria to determine the fee for each port, adopted by the 2nd Term VPA Main Meeting dated back in 1997.

On Dec 26, 2011 the Ministry of Interior approved, by Decision 1986/QD-BNV, the Charter (as added and amended) of the Association with many new provisions, including the addition of associated and honorable membership, the extension of the term of the Executing Committee from 3 to 5 years, etc. together with a wider ranges of the association’s rights and responsibilities.
